Martin Luther King Day, celebrated on the third Monday of January, which is Jan. 20 this year, was initially established by President Ronald Reagan in 1983, but not formally observed until 1986. In the year 2000 all 50 states had taken action to observe the holiday.
While most local town shops and major retailers are open on the holiday, hoping to capitalize on shoppers not having work or school responsibilities, many federal, state and local institutions are closed in observance.
